Issue with Walthers Layout Control System Switch machine

I'm attempting to use two Walthers LCS switch machines for a crossover operation.  - i.e., trigger two turnouts to agree with one input. This is described in the reference guide in section 3.3. I'm using a Digitrax DCC system. Both switch machines I'm using seem to operate as expected when used individually.

When connected for crossover operations, the first machine in the chain operates as expected but the second machine in the chain "twitches" or continues to make small movements about every second or so when commanded in one direction. As this twitching occurs, a yellow LED on the switch flashes. This occurs no matter which machine is first in the chain. I have a total of four switch machine and have tried every possible pair and have gotten the same result each time.

Any suggestions?

I don't own the Walthers Control System but looking at the instructions, the required power supply is a filtered DC power supply with an output between 10 and 18 volts. According to the instructions, voltage below 10 VDC may cause the electronics to operate intermittently or reset when trying to operate the turnout.
