How do you install a decoder ins a TomyTech N scale powered drive?

Didn't know what a Tomytech was, but they are out of Japan. Trainboard has several threads on them.

They must have pickups from the wheels and inputs into the motor.  That is where you would have to hard wire a Micro N scale decoder.  There maybe a a drop in, but I haven't seen one.
