NCE SB5 Power Supply Why 12V & 13.8V Switch?

Should/can 13.8 V be used for HO locomotives? Nothing regarding which voltage setting to use is mentioned in the user’s manual.  What is the max voltage for HO? Thanks all.

To my view, 13.8 volt is for HO, and 12 volt is for N
