Is there a cv that can be set so that the engine sound doesn’t come on when the track power comes on but waits until I activate the engine?
On my BLI and Atlas engines, I shut them down with function 9 x3 when done. My two Rapido Hudsons are quiet until I hit Function 8. My BS 4-4-0 comes alive when I power up the layout, haven't figured that one out yet.

There definitely is on Soundtraxx and ESU decoders. I have them both configured that way. Do a little research in the manual for your decoder and you should find the correct CV.
I'm beginning to realize that Windows 10 and sound decoders have a lot in common. There are so many things you have to change in order to get them to work the way you want.
An exception that I had was a Bachmann Sound Value (Soundtraxx but not Tsunami) Prairie, maybe about 2014 version. Impossible, as that was a left out feature on those non-Tsunami's. It was my only loco of that sort and I eventually substituted an ESU LokSound. I got tired(!) of turning on the layout, selecting loco #39, hitting F8...
