US vs Japan DC Power Packs

Hello, 

Been in HO Scale for some time but working on a small N scale project. Purchased a couple Tomix chassis (TM-16) but have set aside a cheap Life-like 390J 16v Powerpack (which works in N and HO). I've seen that the Tomix and Kato line is 12v, would a 4v difference damage the motors? They'll be running for a good chunk of time (rapid transit operations).

Are there any DC "Hobby Transformers" with a handle instead of a knob? Looking at the Tomix N-1, but to no avail. Just a single handle.
