I bought a brand new MTH DC Ready-to-Rail P&LE GP38-2 HO scale. The website I ordered it from has already agreed to return it for a refund but I'm curious what could be causing the problem. It started out running just fine. Then one day it started changing speeds randomly as it went around the track. It would slow down all of the sudden, then later it would pick back up to regular speed. I wiped the track and tried another engine which ran without problem. The loco in question still had problems. Then it just went down to operating at a very low speed all the time. It still operates on a variable scale as I increase the throttle, but the top speed is super slow. It does it no matter which DC controller or track I use (I have a few simple loops of DC track with no turnouts or connections of any kind). Thanks in advance for any thoughts!
Carnegie Falls My PCM Y6-b has a shutting setting. It is a slow speed setting for switching yard work. May be the problem?

Is it a dcc engine, that is, equipped with a decoder? If so, they typically take more current when running in dc. Otherwise, I would check the wheels to see if they are clean.

The issue he has with variable speeds means it's more than a DCC loco running on DC. There was a long and acrimonious thread by a guy named Brendan over his DCS issues. I can't quite remember the issue (and the thread is quite long) but there was a required MTH setting that he didn't know about.
