BLI loco sound ramps up

just opened a new BLI SW1500.  Run smooth, no problems. Except, the prime mover sound continues to ramp up even after throttle is leveled off (at setting 11 for example). It seems to increase 5 notches (at least 4, and certainly higher than the speed of the loco would require).  Digitrax dt402 throttle doesn't have the 5 button sticking. I have reset the decoder, no change.  I copied on jmri all cvs from a BLI NW2, no change.  Am I missing something? Is there some cv that would prevent this? Defective decoder?  Just me interpreting the sound characteristics incorrectly (I'm not new to sound deciders, but this is only my second BLI)?  Thnx for any input you might offer.
