Can I program a sound decoder prior to installation? If so how?

I use JMRI decoder pro.

Yes you can. Make or buy a decoder tester rig. I made one years ago with a 8 pin connector and 9 pin connector and a can motor. The real fine tuning is on the layout though.

Couple companies sell the tester I last knew.

Thanks for the answer. I want to program the sound decoder not test it. Anyway since posting this thread I finally found other threads that do answer my question about how to get it done.
