Is there any way to edit speed matching CVs while your locos are moving?
This may not be true of all decoders, but on at least of them (I've done it with Digitrax decoders), you can use Ops mode ("Programming on the main") programming to edit speed matching CV's while the loco is moving.
Usually most decoders I have programmed on my Digitrax system will allow for adjusting CV's 'on the main' - However many decoders will not use your changes until they have been powered off/on...

When you "program on the main", can this be done with other locos on the track and running? Or is programming on the main a single loco procedure?
It is a single loco proceedure as long as no other locos on the track have the same address. Programming on the main is address specific and thus other locos with different addresses can be on the track and running while you are programming the selected loco.

I use a Digitrax Zephyr Extra (DCS51) as my command station with a Digitrax DT402 for control. Most of my decoders are sound; my sound decoders are Soundtraxx Tsunami's except for one, which is ESU LokSound. I can program CV 66 and CV 95 on the main in Ops Mode while the locos are in motion. You need to check your operators manual for your particular command station and decoders.

Depends on your command station and mode. My digitrax in Ops Mode programming only targets the loco you have called up. If I use the "Blast Mode" programming on the command station, it will change ALL locos on the track. Again, check your operators manual for your particular command station and decoders.
I can't speak for other brands of command stations or decoders.
