Sorry new to DCC. it's a BLI Paragon 3 locomotive.
I don't have any Paragon 3 locomotive but on Paragon 2, CV133 is the Sound Unit Master Volume. Set to 0, you won't hear any sound at all, either at start up or when running.

CV245 says enable alternate horn. Value options are 16, 17, 18 & 19 ???
If it's not in the manual, you might have to call or email tech support. Hopefully they don't pull an MRC and say "we don't know" - MRC has a CV to cnahe to alternate horns but the instructions don't say what kind of horn each one is, so I emailed tech support and they said they don't keep records of what sounds are installed.

Yea, they already told me that they don't have a CV that does that.
I forget which one it actually is, but on the original Paragon series with QSI decoders, the NYC Niagara 4-8-4 had an alternate whistle. It was actually an air horn, much like on an FA series. The button that allowed one to switch easily between the steam and air whistles was F9, or maybe it was F11...I forget. Haven't run my locomotives in nearly three years due to moves and such.

If that still applies to a Paragon 3, bit 2 just means a value of 4 added to the existing value. It says the default value for the CV is 1, so if the current value is 1, then you would set it to 5. It's like CV29, tick the options you want, and add the values.
D7 = 128, D6=64, D5=32, D4=16, D3=8, D2=4, D1=2, and D0=1
For each option that is set to 1, add the numbers. So if you want D5, D4, D2, and D0, you would add 32+16+4+1 for the value to put in the CV.
ALL CVs listed this way work exactly the same, regardless of what they might be controlling.
I have an NCE Power Pro system. I don't have a CV245 or a D choice that I'm aware of. I can select CVs and Values and add-subtract bits on CV29. I'm not familiar with D7,6, 16 etc. Are those the CV29 Bits?
They're just bits. Not CV29, not any particular CV. You don;t need "D" options in the system to program them. Read my post again. Each D is a binary digit, a bit. D7 has a value of 128, etc as I listed. You need to read the decoder manual to see what each bit does, and select what options you want to have. If the option you want sets a given bit to 0, you ignor it. If the option you want sets the bit to 1, you add that bit's value (that I listed). After you've looked at all 8 bits, you add up those numbers. That is the value you program in the CV.
Don't make it any harder than it is. The only difference with CV29 is that since this is a standard NMRA CV, most systems calculate the values for it automatically. But if you look at the decoder manual for the various bits of CV29 and apply this method, you will find you come up with the same value that the PowerCab will program for the same options. Try it, it's pretty easy.

After reading Randy's words and checking the value of CV 245 on my BLI Paragon2 2-8-2 Mikado (CV245=17), I suspect that those guys at BLI are right (At least I hope they know their products). The only issue I can see is that the possibility of using your loco on DC is enabled. Right from the box any recent DCC equipped loco can be used on DC and DCC. On DC, the sound will come on upon applying power. I suppose that it will be the same when you apply DCC power if the DC function is enabled.
You can disable the DC by removing 4 from the actual value of CV29.

Note: I have two Paragon2 locos that stay silent when I apply the power on the layout. I don't remember how they behaved when first put under power but I originally removed the hability to run on DC.

No Luck. So far I have, reset the cab, reset the decoder, Set CV8 to 8, Set CV29 to 34, try to use F9 to shut down before shutting teh NCE and tried to shur sound F8 before shutting teh NCE system
