Question, I have the NCE Power Cab system and I'm trying to hook up my UTP panels on my facia, do I need to have the RJ6 cable to do so or will just regular phone cable work to dasiy chain them?

Are you doing this to move the PowerCab itself around, or providing jacks to plug a second throttle in?
The PowerCab unit needs 6p6c cables, the extra 2 wires are the power supply to the PowerCab. I don't think you can just daisy chain UTP panels and have it work.
For extra throttles - you only need 6p4c cables - 4 wires instead of 6.

The answers to your questions are no and no.
Phone cable wiring is reversed from Data cable wiring.
Phone cables are typically RJ-11 4 or 2 wire while NCE uses RJ-12 which can be 4 or 6 wires. RJ6 is cable TV sheilded cable.

I have a cable tester in my train room and use it regularly and every time I mess with data cables. You can burn up Lenz equipment with the wrong cable.

It looks like they say a six wire flat cable with a 6P6C RJ-12 is required to daisy chain UTPs.
I'm sure you already know, but you can only use the PowerCab with the power panel that came with the set. This power panel is different from the other UTPs that you are daisy chaining. This is because the PowerCab is acting as the command station. Additional cabs can be plugged in anywhere along your daisy chained UTPs. (all this assumes that you are just using the basic equipment and have not added any additional boosters)
