Caps in series and resistors in parallel. Caps in parallel, no effect on voltage, it's whatever the voltage of the lowest one is, my bad. If you have a 10uF 16V and a 10uF 25V in parallel, you have a 20uF 16V capacitor.

Exactly. It's the minimum of whatever capacitance is used in parallel.
