Hi. i have a new, out of the box broadway limited 2-8-2 which will not function on my DC layout. it makes noises, but will not move. the wires are securely connected and are not broken. i have tried reversing both trucks. i have tried unplugging and replugging in the wires, to no avail. any help? is there something i haven't done? my track works fine with other locomotives.
Where did you purchase the locomotive, and are you absolutely sure it has not been used? Someone may have reset the decoder address and disabled DC operation.
There should be instructions in the box telling how to reset the decoder, even with DC.
I would check the reset procedure, just in case. If it's the newer Paragon 2 version, inside the tender, on the top of the electronics board, there is a reset button, you turn off track power, press reset button, then turn power back on while holding reset button down, you should hear a acknowledgement for this.

On the older Broadway Limited steam locos, there is a black 'clearing' jumper inside of the tender, usually near the manual volume control, that will reset the system (Quantum). The following procedure should reset the system whether the power is supplied by a DC power pack or a DCC system.
1. Turn off the power.
2. Remove the tender body (usually a press fit).
3.Locate the black 'clearing' jumper and remove it by pulling it up.
4.Reapply power, the whistle should sound with three hoots after a few seconds.
5.Turn the power off and reinstall the jumper and tender body.
I have a BLI 2-8-2 and a 4-6-4 that reset with the above procedure.
It the above fails, give BLI a call. Their tech people are responsive and usually solve any problem.

It may be set for DCC only operation. The shells come off the 2-8-2's fairly easily as well. Get a volt meter and put it across the motor terminals when you apply juice.
It might not move until about 7Volts.
