Ballasted the complete layout, and cleaned my track. I have a problem in one spot where the train just stops dead. It is right before a Peco Turnout and runs fine on one side of the turnout, but on the other side, the train just stops in the section before the turnout. It wasn't doing this before, and I show normal voltage of 14.7 or 13.6 depending on the test leads. I have a terminal drop wired jut before this and will check the soldering there. Could it be a bad section of track itself? HELP
You ballasted the track, and you got some glue into a rail joiner thus insulating it.
When the train stops take a key, screwdriver or coin to bridge the gaps to see which one needs cleaning.
If the train stopped, you clearly have two gaps, but one of them may be built in to the Peco machine.
Once you can key by the gap (that's an NYCT term) you will know what to fix.

I read that all worked ok before Ballasting, just to be sure, are you running against the direction the turnout is set for? If so the Peco's are power routing and so if running against the direction turnout is set then you have a dead section, not a bad thing as it prevents a derailment.
if this is not the case then like already mentioned I would think you have glue where you shouldn't.

I would first check to make sure it is not a bad solder joint at the feeder. Could have been a weak solder joint to begin with and the ballasting glue insulated it. If it was a bad section of track....I'm sure You would of had problem's with it, when installed. And if You are using Peco insul-frog turnouts, they are power routing, so You need power at the points, for both routes to work, unless You added feeders after the frog. If You have alligator clip test leads,use one on the dead section with known power and see if it works.

Thanks Frank. Resoldered that terminal drop and it solved the probem. Running good now.
Just add/solder another feeder to drop to the bus from the dead section. Problem solved.
