Does anybody know if a BLI Paragon loco with QSI sound responds to programming when it's in the "shutdown" mode?

I hope you get a difinitive answer. I have looked through the user reference manual and the larger reference manual, and it just does not say anything about the decoder NOT responding to programming inputs when it is in total shutdown. I know it won't respond to any commands except start-up, but I don't think you can safely assume it won't acknowledge, say, a reset, which a person maybe has to do if it won't come out of its coma using the start-up with F6. That sort of answers the question.

According to the Manual, NO, not in total shut down, two exceptions, F6 Start Up Function Key and F10 Status Key. To leave Total Shut Down, double press the F6 key. Or turn off power for 15 seconds and try again.

I was wondering if I could make programming adjustments to another loco double-headed with this one, without affecting this one, by putting it on shutdown. The other loco does not respond to the "shutdown" command.
I don't know why you want to put it in, Shutdown Mode. Just remove the one you do not, want to program, from the track and then set up the one you want. Most command stations currently available will program Quantum equipped locomotives in Service or Ops mode.
Unless you have an old Lenz system with broadcast mode programming there is no need to remove other locos in POM. POM will only program the addressed loco and the other addresses will ignore the commands. Program track mode will program all the decoders on the program track regardless of address. Programming on the main in POM is safe.
