Can I use a Digitrax DS51K1 stationary decoder to turn a light on and off in a building on my layout (using my NCE PowerCab)?

 Not easily, they only produce a pulse output or alternating polarity to operate Kato turnouts. A DS44 could possibly operate 1 or 2 LEDs per output - you'd need to check the voltage on the outputs, and then calculate proper resistors to keep the current to 15ma or less.

 For heavy loads there's the Aux-Box.
