After about a week of going around in circles I discovered my problems were a defective BDL168 and a defecive RX1. Replaced both and everything is working.

Wow.  Two bad items at the same time.  That's rare.  It would also drive me nuts, so I am glad that you found your problem.

How did you discover both were bad?

 It's nearly unheard of for the RX to go bad, all it is is a transformer that you loop the wires through to detect the transponding current. Unless you break a wire off.

I first replaced the DBL168. Only three zones came up. Then I replaced the RX1 and all zones came up fine

I don't know what the problem was, but it is working now. No wiring was changed.
