New to dcc-fantastic-like 3 days new. Gotten some of the basics down well. But I can't find anything on how to program QSI E-8 (for example) for separate headlight and mars light control. Any guidance greatly appreciated.

Welcome to DCC.

 You can download for free the QSI manuals off the QSI website. http://www.qsindustries.com/  Most QSI decoders use an indexing CV system. You may have to adjust several CVs to get the desired results.

I looked the manual over and I see what you're saying. I don't see any instructions on programming in the actual values for features. I see the values to use, but haven't gotten past CV in programming. I'm using Program on the Main.

Unless you get the free program Decoder Pro from JMRI, you are just going to have to experiment with the CV's.

Once you do get the program, your are then going to have to figure out how to connect your computer to your DCC system.  Once all that is done, programming is easy.  If your DCC system is by MRC, then forget it.  Not possible. 

Do a web search for 'Decoder Pro' and you should be able to find the JMRI web site which will have much more information.
