Gee, I never knew there was a way to turn off non-sound decoders. If you are talking about sound decoders, I believe some of them use F6 to start up, and others use F9.

Seriously, if you have locomotives with QSI decoders, all you need to do is to double-press F6 quickly and they will come to life. If they are newer Q2 decoders, you may need to do it twice to completely bring them up out of hibernation.

I have a BLI N&W Class J #611. It has a sound decoder. Tried F6 and F9 without results. Obviously, I am still doing something wrong. I have another locomotive that is a brass import with a Tsunami sound decoder. It too, is not working. Not certain what is wrong. I THINK that I TURNED OFF both of these locomotives before I ended the last operating session. That was in January. Work schedule, etc has kept me from working on the layout except scenery.
The first thing you need to do is determine if you have voltage on the track -- something may have happened with your wiring that needs to be corrected.
If you don't have a VOM, it would be a good idea to purchase a cheap one such as those sold by Harbor Freight so you can determine if you have voltage on the track or not.

and if you have power, I would do a reset. The decoder may have lost the address, it should not have but I know I have one loco that seems very susceptible to static electricity reseting the decoder and when it does not respond to its address, 03 alway makes it go.
It is fixed!!
The problem was with the wires going from the command station to the Bus wires. The suitcase connecters did not work this time (my fault).
Next up. Setting up second DB 150 as a booster and two PM42's for district power management.
On my throttle, the on off switch if the #8 button. Not F8.
