Can the TSU-1000 plug into a JST 9-pin socket? I cannot really tell from the picture on the website.

The TSU-1000 comes with 9 wires, no plug on the end.  You will need to install an eight-pin NMRA connector to the power harness to make it a ‘plug and play’ decoder

You can unplug the solder-in harness from the JST header on the decoder, then plug it into a JST socket or plug in a harness with an 8-pin NMRA plug on one end and a JST plug on the other of whatever length you need.  Several DCC dealers sell replacement harnesses..
