I have a peerless pack (auto reverse) that I have connected to my HO scale train. I believe I have the connections correct but the train does not reverse. The train travels towards the blue wire if it is on that half of the track or towards the power pack if on that half of the track.

Do you have both rails of both ends of your reverse loop or section insulated? If not, an auto-reverse module will not work.
Where did you get this Peerless controller? I've never heard of such a product for model railroad use, and Google doesn't turn up any such item.
I believe this is what he has, pretty sure it is a point to point reverser, not a reverse loop controller.
It is for DC point to point reversing - train get to the end of the track, stops, goes back the other way, and so on......................

I bought the controller at a local hobby store. It is a "Model Railroad Automatic Track Control" produced by Peerless Industries. I have it connect according to the diagram provided. Not sure what you mean by having both ends insulated. Please explain. Thanks.
If you have the product that Sheldon referenced that is for a point-to-point automatic reversing track, my comments about insulating both rails at both ends don't apply.
But you have to have some type of sensor at each end of your reversing track to trigger the device. It's not going to reverse the track polarity without something telling it that the train is at the end of the line.
It says it doesn't need sensors, so I am guessing you need an isolated section at each end that has the different colored wire on it. When you hit that, it "sees" the train, stops it, and reverses the voltage to head to the other end. Read the instructions again, and see if you are not missing a gap in at least one rail at each end. Didn't see any evidence of the manual or instructions on-line.
