How could I use DCC to control the inspection, marker and interior lights in a caboose?

Same way you'd use it in a loco, connect the functions to the different lights. You'll probably need a resistor across the motor wires (grey and orange) to program it so the acknowledgement pulse can be sent to the command station, but after that you could remove it. If you leave it attached for later reprogramming, set CV2 to 1, CV 6 to 2, and CV5 to 3 so if you accidently dial some speed into it when selected it won't put much voltage through the resistor.

Never heard of "inspection"lights on a caboose.
Thanks rrinker. Hobo 9941..they are similar to ditch lights. You turn them on at the back of the caboose in order to inspect the track behind the train looking for any sign of dragging equipment.
