All Metal Needlepoint Axles Wheels

Why are needlepoint axle wheels insulated? When installing these on a two wheel truck, does the insulated end on the needlepoint have to match on the left or right side or it dosen't have to line up at any giving side whether it's left to right. I dont like metal wheels with a plastic needlepoint. It's like plastic wheels with metal needlepoint. I like it all metal.

  Some metal wheelsets are insulation on one side only.  If you are installing them in 'metal' sideframes, then they must be on the same side so that a 'short' does not happen.  If you are installing them in 'plastic' sideframes - there is not 'short' issue.
