another dcc problem....:( now my nce power cab is turning on and off in 2 second intervals all it does is start to power up then shut down .....ive checked all connections, tryed different electrical outlets and pretty much tryed everthing i can think of any ideas?

Sounds like a short on your layout. Disconnect the leads from the layout and see if the Power Cab stays on. If it stays on, try to see what you last did on the layout. You can also use your multimeter on ohms scale and see if there is a short on the layout.
The question that begs asking, did you read through the manual?

That's your built-in short protection working properly. Both your Power Cab and your decoder are still functional because of it.
And congratulations on finding the source of the short.
