I have a number of their standard sound decoders i.e. DSD 101-LC and when I power up my Prodigy Xpress, all loco's come on. Is this normal ? Thx
Select a loco and hit F8 three times and see if that loco powers down. If it does your leaving them all powered up and selected before you shut down your Prodigy. I am not sure if this is a characteristic of all sound decoders or just the Prodigy. All I know is if we don't power down all the loco's on our n scale layout they all come to life as soon as your plug the thing back in.

Most all sound decoders are set at the factory to make noise any time there is power on the track. However, most (all?) have an option where you can set it so that the sound only comes on when you dial up that particular decoder's ID number, otherwise it's silent. I can't recall for Soundtraxx which CV it is, but you can check their instructions and/or website. It's just a matter of changing a CV from 0 to 1 or something like that, very easy.
As long as all your locomotives don`t run on the same address you shoud be fine.

As others have said, normal.
CV53 or CV56 is what you are looking for on the DSD decoder. you can have the sound come on at power on or sound only when loco is selected.
Or hit the F8 key to mute, if you are programmed for this.
Just remember no sound may mean mute is active. Do not panic when you hear nothing....

My QSI-equipped engines have a "shut-down" mode. Once shut down, they will not make sounds until the "power-up" sequence is initiated. This is nice for engines which are on the layout, but not in use. You have the choice of leaving them "idling" while not in service, or turning them off completely. For these engines, the sound will not come back without power-up, even if you shut the system down and restart it.
Soundtraxx LC decoders don't have this feature. My experience is that the Mute feature, F8, must be re-applied after a system power-down.
Does anyone know the "shut-down" sequence for a Tsunami? I know it exists, because I activated it once by fat-fingering my Lenz throttle, but the manual refers only to the "Emergency Stop" button, which the Lenz does not have.
