Setting engine sound schedule for VO engine with ESU LokProgammer

Since Baldwin's early diesels (as the VO series switchers) utilized what they termed an air throttle, rather than "notches," for increasing engine speed, what would be the best way to set the sound schedule on an ESU LokProgrammer--no notches or what?
