Where can I find a list of CV's showing what all the differant CV's are for?

One place to start would be the NMRA standards: http://www.nmra.org/standards/DCC/standards_rps/RP-9.2.2%202007%20July.pdf. There are also some CVs that are decoder manufacturer specific and these can be found in the documentation provided by the manufacturer.

I would go straight to the manufacturers' web sites. There are a lot of differences between decoders. Some, like the NMRA standards, are common to most decoders, but some manufacturers don't even follow those rules strictly.

The National Model Railroad Association (NMRA) established the basic CV listing that all decoder manufacturers were asked to comply with long before sound was even thought possible, and many of their CVs are listed as "Manufacturer Specific" or "Reserved for Future Use."
Decoder manufacturers are not required to conform to the NMRA standards, and some of them don't.
You can get the NMRA's "recommended" CV listing from their web site. Other CVs are going to be manufacturer specific and will have to be downloaded from each manufacturer's web site.
