 Does changing the starting voltage effect power use a cross the power range or just starting speed? My Athearns RTR seem to need way more power than my PK's, BLI, and Blue Line engines.

 Decoders are Digitrax DH 123 and one 163. HO scale with a Digitrax SEB set to N scale like the book said to do for HO scale?

it just changes the start voltage, but moves up the rest of the speed steps a bit to still give increases in speed as you turn the throttle, but the top speed stays the same.   but do you need a start voltage increase?  or a kick start?  if once the loco initially starts moving, it picks up speed and you need to throttle back to get it back to walking pace back at speed step 1, then a kick start is required, rather than a start voltage increase. a kick start just gives a short pulse at a higher speed setting to get a 'sticky' drivetrain moving.

 Locoworks, thanks for explaining what kick start is, I have seen the term but never knew what it did.

 More than likely it is the differences is the quality of the motors them self. Good cleaning may be in order as well.
