The number of whistles you have to choose from depends on the decoder that you have in the locomotive, and you have to program the whistle CV according to the decoder's instructions.
Go to the decoder manufacturer's web site and download their Technical Reference Manual for the type of sound decoder you have, and it will give you the values that need to be programmed into the whistle CV. Not all decoders are the same because these CVs are not standardized by the NMRA.
Depends on which company's decoder you're using. Most have a CV specifically for choosing the whistle/horn type. Soundtraxx LC units allow you to pick 1,2 or 3 for the three diesel horn choices; MRC Sounders have a choice of I think 0-33 with each CV setting giving you a different whistle.
BTW, are you sure you're reading the right CV?? Your instructions should say what the default setting is (i.e. how it came set from the factory.) Don't know why it would show 128 if you only have 30 choices.
I would interpret that as "CV 128 selects the whistle. The allowed values are 0..32"
Or maybe it's 1..33, but the important thing is that the CV number is 128, and the CV value selects the whistle tone.
But, not knowing which decoder it is, that's only a guess.

You do seem a tad confused
The whistle selection is done at the decoder level. Your first post was regarding the command station Prodigy Advanced. The only thing you do at the command station/throttle is map the function keys. Whistle selection is done at the locomotive end, in decoder CV configuration.
What engine/decoder are we talking about ?
Dammm.. it is so new that MRC does not even have a manual availlable on their web site. I see your 33 option mentionned

Horn type seems to be CV 50, but it shows no selection list.. Do you have the user manual or is it Chinese to you ... (that is a joke by the way.. )

Updated my version of DecoderPro to 2.1.6 and it shows CV50 of your sounder 1666 has choises of 0 to 33 . So what you do is change the value in CV 50 to anything from 0 to 33 using your PA and then test the horn sound.
You have some reading to do. It could be a write up but if you do something wrong you could end up with a non working decoder and a requirement to reset it to defaults. You have a learning curve.
Get the PA user guide out and read chap 2.5, 2.6 on how to program on the PROGRAM TRACK or the MAIN.

You must enter one of the programmig modes to change CV50 value. Value will be in a range from 0 to 33. If you do this on the main, you can test it right then and their.
