Is the question you are asking, "Will a Lenz 1014 decoder reduce the top end speed of an older model Proto-2000 GP7?"  ???

If that is the question, the answer is that it depends on what voltage you ran on DC, the voltage the DCC system is set to put out, which 1014 decoder it is (there a many LE1014W, LE1014MP, LE1014WH), and how the 1014 decoder is programmed.  I do not see a "max voltage" CV, so one will have to read the instructions for setting the speed curve.  That will help determine the top speed possible.  I believe that will be CVs 67 through 94.  And of course the pesky CV29 bit 4.

I've installed many Lenz Standard decoders in various Proto engines (E6, E7, FA1, SD7/9) and they all appeared to "slow down" compared to my testing in straight DC before installation.  The default max CV value appears to be 255 of 0-255 which I assumed to be at its upper level.  I'm assuming I'll need to play with some of the other CVs that Tex Zep mentioned to perk these guys up.

On Proto units I just remove the lightboard completely.
