The X58's were built by the PRR/PC for the Lehigh Valley and were painted in PC Green and White paint schemes with similar lettering.
The Lehigh Valley was owned 100% by the PRR/PC but was never merged into the PRR/PC for anti-trust reasons. The PRR/PC did aid the LV in that they built cars for them like the X58 and G26 Gons. Also many of the paint supplies the LV used were from the PRR after the PC merger. The caboose red was the same on the PRR and LV. The PRR also supplied some power to the LV in the form of RS-11's.

LV did not merge into Penn Central, so no.
LV merged into Conrail with PC, EL, RDG, etc.

Thats a good question, because I just got a bunch of these cars also. I beleive Sam Rea Shops built the x58s for Lehigh Valley.
These are my favorite best looking boxcars right now, and will probably get more.
I'm sure someone here can confirm....
