If you mean the funnel (cone) looking thing I believe it is part of the engine cooling water fill/vent. That seems to be a modification (experiment?) that only the C-P did on certain locomotives and not others.
Some C-P GMD F9Bs had fuel tank vents piped to the roof, too. Maybe that is what you see?
Just my guess as to what you might be asking about.

I believe you refer to the "Winterization Hatch, the large box?
It was designed to pre-warm the intake air in colder climates. The C-P ones seem taller than many I'm used to seeing in other North America railroads.
