Consider the maroon and, the gray used by Erie Lackawanna. The yellow of the OC seems a bit more orange, probably close to reefer yellow. These colors are available in a number of model paint lines.
Try a comparison the the WC maroon. It looks close, but I think the WC is a bit darker.

Jerry Jacobson was a bit of a Canadian Pacific fan. Some of his early steam acquisitions were CP.
He may have borrowed the color scheme from the C-P?

It would be easier to find model railroad colors to match the CP colors.

They gray looks like a light gray, but some pictures show it weathered to a dark gray. The yellow is just a bright yellow

The maroon, in other pics, but not the one above, is not a typical maroon looks almost dark red. You might have to mix to get that shade.

I am wondering if anyone can help me identify a modle paint that would match the colors used by the Ohio Central RR. They have Maroon, Gray and yellow.
I would like to try my hand at painting some N scale locomotives. I found OC decals
