The "D" is actually the target on the stand that moves the derail. If you go a few seconds earlier while the equipment is moving, you can see the target is turned and an employee waiting to line the derail back into the derailing position.

I looked at the video on You Tube. There it is. Yea, and think that sign on an angle is the flanger thing. ?
Seen one of those trucks on the CN last summer, pulling 5 gons of ties, and a back hoe that attaches to the gons, which can be slid back on to the truck.

They are probably using the Brandt truck to pull the crane because the truck is faster than the crane moving by itself. That type of crane is usually assigned to bridge gangs.
