Googling "aar rule 90" it deals with cars over 40 years old having to be retired.

lived by a rail car scrapper for a while about 20 years ago, all cars arrived with a line through the  road number  .  

I tend to agree with your assessment.  I couldn't make any date details but given the level of graffiti these days, I would think such a declaration, would be some sort of stencil.

Good question. It looks like it's at the end of the train?  Maybe it's on the last journey to the dismantle/scrap site.

That was the Youtube theory, it was only 5 or 6 cars from the engine.

Rule 90 has to do with cars legally unfit for interchange service.  Is the tank car message real or knowledgeable graffiti?
