According to a post on Trainboard, they were produced in the 1980's as a fund raiser for the Fred Harvey museum.  The poster claimed to have bought the stock that didn't sell and resold them on ebay for $50.  There were reefers dedicated to Fred Harvey, but he didn't think they had the map. 

I read it on the Internet, it must be true.
