SSW9389 Rio Grande only had SD40T-2s.
From what I've been reading, the D&RGW did kind of write the book on the SD40T-2
They wanted a shorter, 16 cylinder version of the SD45T-2. So working with EMD, the SD40T-2 was born.
I don't know if this particular loco has any thing special involved, except maybe it's a good surviving representation of the D&RGW SD40T-2.
