I am unable to find published plans for the I.C. 4-8-2 in old Model Railroader magazines (or Railroad Model Craftsman either). I used my old Stephenson index books (outdated of course for anything published after the mid 1980s but highly recommended as being in some ways more complete than the indexes MR publishes each year as well as the on-and-off online index on this website).
I did find that Trains magazine had a photo essay on the IC Mountains in July 1942. And MR did publish plans for the IC 2-8-4 in December 1935 and the 2-10-2 in July 1938.
I remember those bonus plans -- the "plan packages" that MR would release now and then to update their old MR Cyclopedias (not the steam locomotive and diesel locomotive Cycs but the ones from the 1940s that would reprint just about every plan they'd publish, issued from time to time). But those Cycs (and plan packages) were always reprints of already published plans, never newly appearing plans. (And yes I checked the circa 1960 Steam Locomotive Cyclopedia and it does not have the IC 4-8-2).
Plan Package No. 2 does feature a drawing of a nice Western Pacific 4-8-2.

It was late 40s or the 50s and the plan was an extra plan that was bonus and it was Model Railroader magazine. Gary
All I've been able to find in MR are IC Pacifics, 2 classes of Mikes, a 2-4-4T commuter engine, and that's it as far as steam is concerned, up to 2007 anyway. Anything else is diesel. Might have been another magazine, or perhaps it was in the Cyclopedia.

I just gave the archives a couple of searches, and the only thing I come up with is a M&PA 2-8-0.
A Google search what you describe just shows lots of images of IC 4-8-2 locos, no drawings.
