I believe it is the induction antenna used for hump engines. I have seen these on S-12 ands TR4 sets in hump service as well. There were few engines with any radio equipment in the 50's or early 60's, and the hump yardmaster really need a way to contact the engineer on the engines shoving the train over the hump.
