Model railroad crane rigging and true prototype rigging may be different animals. I've tried to rig an Atherans 250 ton crane and found that there would have to be two wires to support the boom and/ or sheeves instead of the one shown in the illustration. Winding up one wire would tend to pull the boom in that direction (off center). Perhaps the phototype works the same way.
