As I understood the first safety act only applied to interstate traffic.</p> <p>I think this loophole was closed in 1903 with the second safety act. The Safety Apliance Act of 1908 excepted special classes of cars, e.g. logging cars with coupler height up to 25''.</span></div> <p> </p>
