Are number boards on a Steam locomotive's headlight usually lit?
Because most HO models have them unlit...

Yes.
Any of the ones I have been involved with have had a bulb wired separately of the headlight so that even if the headlight is off, the number board is still lit.
Some engines, SP Daylights or PRR T1s and many of the Canadian National and C-P engines had individual number boards that were not a part of the headlight. They were lit by a separate lighting circuit.
One engine I'm familiar with, there wasn't even a switch for the number light. It was on as long as the turbo-generator was running.
