short line Locomotive rebuilds

Since most Short line railroads  I would think would not have the equipment to rebuild a  locomotive ,where would the loco be sent ?

To a nearby larger railroad with the proper facilities and willing to do it  or more likely today to a locomotive rebuilder. Some I found with a Google search:

National Railway Equipment Company

RELCO Locomotives, Inc.

Marlowe Marine Service 

Republic Locomotive

Turner Locomotive 

Casey Associates

Progress Rail

I tried to sell my two cents worth, but no one would give me a plug nickel for it.

I don't have a leg to stand on.

I concur with the info in the earlier post, but must point out that one rebuild company is located at the end of a short line.   The company is CLCX,LLC and they are found at the northern dead end of the Pickens RR in South Carolina.
