anyone build HO scale "Dewitt" RS3M?

has anyone built a HO scale "Dewitt" RS3M with the boxy structure on the long hood for the EMD engine? if so what parts would be needed to build one and have there ever been plans for it in any model railroading magazines?

There was an article in Railroad Model Craftsman about them, I don't know the date. BTW The March April issue of Diesel Era (www.witherspublishing.com) has an article on CR GP8s GP10s and RS3Ms
