I'm not sure that you need to buy the actual Peco turnouts. You can print the templates from their site. You do need to verify that your printed copies are to scale, which is why there is a ruler included in the template.
Having said that, I would personally be much more comfortable using the actual turnouts if the exact track position is critical.

Mel raises an important point. Not all printers automatically print at exactly the same size as the original. That's why Peco puts a scale ruler on their templates. If you are copying CAD drawings or templates you should add a ruler so you can check the accuracy of the printout.

I do that when I want a CAD drawing of something. I import the scan into the drawing then trace it, a lot easier than doing micro measurements. Once in the CAD drawing it can be sized and printed to the exact size.
