Just a suggestion - you might get better responses if you were a bit more specific about what type of plans you are working on, i.e. track plans, structure plans, rolling stock perhaps...?

I'm just a dude with a bad back having a lot of fun with model trains, and finally building a layout!
If you're doing plans for a building (i.e. a structure) it might be easier just to do them in Inkscape. Go into Document Properties and set the grid size to 3.5mm (assuming you're in HO scale). Then each little square will be one scale foot in size.

Find plans for a specific building or find a copy of AutoCAD? I used CATIA and Solidworks at my last job...my local community college has AutoCAD. Maybe try a local college? Some students might do it for free or a small fee (or a 12 pack of their favorite beverage.lol).
There are a few free drawing programs out there if you want to do it yourself...Google Draw? If it doesn't need to be exactly to a precision scale, MS Paint might be good enough...it all depends on what you want to do (specific project, scale, era...etc). The more info you give here, the more likely you are able to find what you are looking for...There are professionals from many different fields in this hobby; if you're looking for architectural advice, I'm certain there are a few architects that are willing to help, being specific will help them help you. :)

I would like to copy some buildings from 1850 years to 1960 decade.
I use AutoCAD to cut the result in "laser". I know SolidWorks but for me and at the moment AutoCAD is enought.
Sometiems MRR publish every month some drawings of buildings. I would like to have more than this but in a website.
