LION has not noticed an uneveness to foam board. LION uses whatever is cheap and looks flat. LIONS are not to fussy, still wildebeests are advised to keep their distance, especially in the morning.
The blue or pink foam boards should be perfectly smooth, select good ones at the lumber yard, they may have beed ntored improperly.
LION has several hundred sheets of 1.5" thick white foamboard which is very wavy, but then it was salvaged from a building roof which was replaced under warranty. LION will use some of this stuff for city streets &ct. since It already looks wavy, bouncy like NYC streets.

Lion tell me about it I ride the streets of NYC everyday. I would think you could dig into the foam a bit to simulate potholes.

I have installed N-scale Unitrack on foam and had no problems at all.

The Unitrack my sister scored at a yard sale locks together in a way that guarantees level rails whether or not the substrate is level. I most recently used it to lay a temporary tramway on collapsed cardboard boxes flopped on the joists of a newly-assembled L-girder table.
OTOH, I would never use it for permanent construction. I design and build with spiral easements into all curves - physically impossible with Unitrack.
If there are grooves or squeeze marks on new foam panels they were stored or shipped improperly.
