I've never used such an old decoder that doesn't program up to 4 digit addresses automatically. What does this mean?

Is it that for CV 17 I enter the first 3 digits of the 4 digit address, and for CV 18 the last of the 4?

I have already set CV 29 bits so that CV 17 and 18 are functioning.
