Can a loco with DCC decoders work on a non-DCC layout?

Yes, they will run just fine on DC.
However, some specific DCC functions such as lights, sounds, independant control, and consisting will not be available while under DC power (exception being Broadway Limited Imports sound decoder equipped locos). In effect, they would be just like any other DC locomotive. If your planning to install DCC in the future, this would be a good way to get some decoder equipped locos in advance. For you can still enjoy them on your DC layout. Then when you do convert the layout to DCC, these locos won't have to be converted, and you can enjoy the advantages of DCC immediately.
BTW: Most DCC systems will allow
one
non-DCC loco to operate on address 0. However, you will probably hear the motor make buzzing sounds. But it does work.
