Modeling Scrap Rail - N Scale

Hello: <br /> <br />I'd really like to model scrapped rail (stacked-up alongside the ROW) on my <br />N-scale layout. However, when you measure it, Atlas nickel-silver rail is <br />actually a bit too big to be exactly in-scale and looks that way if you try to use <br />it to represent scrap rail (on an N-scale person figure, the height of the Atlas <br />rail comes-up almost to the figure's knees). It looks fine when used as <br />operating rail, but for representing scrap or new rail awaiting installation, it's <br />too big. <br /> <br />Does anyone know of a way to model rail sections that are of the appropriate scale size for a MOW-scene in N scale?
